Tiny Eden: planting the hot pepper seeds
Before Update #7, players said the quest's pepper seeds stayed unplantable until Code Green reputation reached level 2; the pepper is the chili pepper and goes in the Castor planter. Update #7 on 15 September lists fixes for hot peppers and their planter, and a player who could not plant them wrote afterwards that they now could. Update #8 says players no longer have to reach Level 2 with Hot Peppers to complete the quest, and Update #9 renamed the quest's pepper to Chili Pepper.

What Updates #7 to #9 changed
Three patches in four days touched the pepper quest, and the reports fall on either side of them. The order matters when you read a thread: a complaint dated before 15 September describes the old behaviour.
- Update #4, 11 SepAdded hot pepper seeds to the rewards for the Conference questline.
- Update #7, 15 SepFixed issues with hot peppers and their planter. A player who had seeds in the mail but no planter that would take them wrote that after the newest patch they could plant them.
- 16 to 17 SepAfter Update #7, five players wrote that chili peppers in stock did not tick the 11-pepper step; one had 24 and the quest stayed at 4/11. The developers asked whether it was bugged for them.
- Update #8, 17 SepUpdated the Hot Pepper quest so players are no longer required to reach Level 2 with Hot Peppers to complete it. The note does not say which level 2 it means.
- Update #9, 18 SepUpdated the Conference quest to use the name Chili Pepper, matching the existing plant and seed names.
The route through the quest, as players describe it
No official walkthrough exists, so this is stitched from several threads. The quest's first step is a hunt for three notes, which one player describes as starting in the Atrium, moving to the apartments floor and ending on the roof.
The developers say the pepper seeds arrive in the mail once the quest starts, and one player found them at the parcel terminal after talking to a shady character. You plant them, get a mutated harvest, cook a dish and bring it to the roof. The dish goes on a table there rather than to the drone, according to a reply in one thread.
Step 1: Find the three notes

Step 2: Get the pepper seeds
They come with the quest, by mail. One player got three at the parcel terminal after talking to a shady character.
Step 3: Plant them in a Castor
The shallow 4x4 planter. The community sheet also lists the shallow 6x6 Hamal.
Step 4: Make the harvest count as mutated
Players splice in the Gene Lab, replant from the spliced seed and harvest.
Step 5: Cook the dish and deliver it on the roof

Step 6: Read your mail the next day
One player got the Navigational chip in the parcel box after the next day's mail.

Mutated peppers: the developers and players differ on how
The developers' account is that mutated hot peppers come from planting the pepper seeds you get in the mail once the quest starts, and that hovering over a plant and pressing Alt shows a genetics icon that tracks the mutation level. Players describe a different route through the Gene Lab.
One player reported that the harvest only counted after they replanted from spliced seeds, and another who had spliced both bell and chili peppers saw nothing happen.

Before the patches: Code Green level 2 was the gate
In the first days of the quest, at least two players gave the same answer: raise your reputation with Code Green to level 2 and the pepper becomes plantable. Nothing in the quest said so, which is why the empty slot in the plant list looked like a bug.
Getting there meant Code Green orders, and one player warned you would need a lot of thyme. A player whose only Code Green order needed level 2 was told to decline the other orders so new ones arrive, including thyme deliveries.

Which planter, and which pepper
The hot pepper in the quest is the chili pepper, players say, and it uses the Castor. Players in three separate threads name the Castor, and Update #9 now calls the quest's pepper by the same Chili Pepper name as the plant and seed.
Keep the two peppers apart. Bell peppers go in the same planters, one plant each, but their seeds come from the DIY club at level 4, and one player only found them by scrolling down the DIY club list in the shop, near the sold-out items.

Where the questline leads
A player who finished the pepper steps reports the chain goes on: cook a dish with the mutated pepper, bring it to the roof, and the Navigational chip arrives in the parcel box the next day. One player waiting on peppers put it bluntly: the chip for the drone room sits behind them.
That chip is what the Drone Station project waits on, so a stalled pepper step also stalls your drones. One player's guide says the same questline opens the Vintage Shop, covered on the calendula page. The route after the harvest is on the Navigational chip page.
Not confirmed yet
- The developers have not said which level 2 the Update #8 note means.
- Whether the Code Green level 2 gate is fully removed on every save is not confirmed.
- Players give the questline different names, including Hot Conference and Hot Parcel.
