Tiny Eden: where the Navigational chip comes from

Players who searched the shops did not find the Navigational chip, and those who got it report it as the reward for the chili pepper questline. One player gives the route: grow a mutated hot pepper, cook the dish, deliver it on the roof, then collect the chip from the parcel box after the next day's mail. It is the item that holds up the Drone Station project.

Why searching the shop gets you nowhere

The chip only appears as a requirement, in the Drone Station project, with nothing pointing to where it comes from. One player trying to finish that project wrote that they had checked the shops and kept an eye on every order for several days without finding it.

That is a sign of a quest reward rather than a missing listing. A player in a thread about exactly this kind of confusion put the general rule well: if a quest wants an item the shop does not sell, it most likely comes from another quest you have not finished.

The questline that hands it out

The clearest account comes from a player who went looking and came back with the route. Several others in separate threads, including a Russian-language one, name the same pepper questline.

Reports name the questline differently. That player calls it the Hot Parcel, and a Russian reply tentatively names a hot conference quest. Update #4 on 11 September added hot pepper seeds to the rewards for a Conference questline; whether that is the same questline, or still gives the chip, is not stated.

Updates #7 to #9 changed the pepper quest. Its current state is on the hot pepper page, and the Vintage Shop that one player's guide says it opens is on the calendula page.

Making the pepper count as mutated

Step one is where people stall. Splicing a pepper in the Gene Lab changes its genes, but players report the harvest only counts once you replant from the spliced seeds; the plants already growing do not become mutated. The same rule applies to the pea quest, which has its own page.

Watch the pepper type too. A player reading the Chinese translation found chili pepper and bell pepper hard to tell apart, and one player who spliced both reported nothing happened. If the quest seeds will not plant at all, see planting the hot pepper seeds.

Where the chip goes next

The chip is reported to arrive in the parcel box; players describe the parcel station in front of the elevator as where shop purchases are claimed too. Once the chip is in your inventory, deposit it in the Drone Station project window.

One report points somewhere else

Not every account agrees. In one thread a player told another that the chip is the reward for completing the Code Green quest.

Most reports name the peppers, and the Russian-language reply that mentions a hot conference quest describes that quest as the one that opens Code Green. If you have finished Code Green HQ and still have no chip, the pepper questline is the one to finish.
